When he first started tweeting, he started following a bunch of people that were following him, asked, & tweeted @ him. I commented on a pic and asked him to follow me, then right after that he followed me. 
He was my 4th!

Your best bet is to send him an @reply when he tweets from the web.

my friend just said i love you to him or something and he was following her within seconds, she doesnt use the account anymore so im thinking on taking it <3333 LOL

I too didn't do anything. He just started following me. A Twitter friend of mine tweeted semi-desperate cute tweets and he followed. Just constantly tweet him when he tweets from the web and he'll probably follow you

I didn't do anything eitther. I followed him and the next hour, he was following me.. and i was so surprised.. I kinda almost cried

I worked hard to get him to follow me! I had to keep unfollowing and refollowing, I replied to everything, tweeted 'F @jessemccartney' a bunch of times and I think that took me like two/three weeks and then he finally started following me! =D <333
